Both central and regional governments must improve teacher governance to increase the quality of national education in a sustainable manner. Effective teacher governance means the ability to generate incentives and stimulate teachers’ motivation to maintain and improve their performance continuously as professionals. One component of teacher governance that has a big role in determining teachers quality and development is recruitment and placement. The unequal placement and shortage of teachers are the main sources of teacher problems nowadays. Education faces various symptoms that are different from before the fourth industrial revolution. Digital integration is fundamental in changing the education system. It must be applied in both the process and the content of learning through student involvement rather than only served as the addition of technology to education management, school curriculum, or teaching methods.
